No sprouts two years in a row!

I'm having trouble growing poppies from seed. These are the types I'm attempting:

Ladybird poppy - papaver commutatum
Alegro poppy - papaver orientale
Himalayan blue poppy - meconopsis betonicifolia
Hen and chick poppy - papaver somniferum
Random poppy seeds from a local friend's very hardy and vibrant red poppy bed
Seeds from a smaller orange poppy (not a california poppy)

I planted all these seeds two weeks ago in a prepared bed. I have not seen sprouts yet - shouldn't I be getting some action?

I'm in northwest Washington, zone 8. This year is my second attempt. I've followed the sowing directions and timing on the packages, but I've had no luck. Tips, secrets, ideas? I don't think I'll be able to start them indoors because I have a small dark house and a toddler.

Three For the Price of One!

Here's a nice tableau from my garden. The red poppy in the back is a Shirley. The one in left foreground is a Papaver somniferum, "Poppy Surprise," from seed provided by my sister-in-law in Seattle, which she in turn got from her son-in-law on Orcas Island off the coast of Washington. The one on the right is an unnamed variety I call "Salmon Beauty," which I grew from seed provided by an old lady at the end of our street who has a little truck farm. All three of them are volunteers in my cactus bed:
